WINONA, Minn. – A Winona man, Lamel Vance Lillard, 40, stabbed another man in the Maplewood Homes neighborhood on the Far West End, police said. The victim, age 20, was in stable condition at the Winona hospital. Police were called about 4 a.m. They located Lillard in an apartment in the 1750 block of West Seventh Street and established a perimeter. Lillard surrendered without incident.
