WINONA, Minn. – A Winona man, Dustin Allen Zeller, 33, was arrested and referred for domestic assault and damage to property. Police had been called by a woman who said she was in fear for her safety. Police were told that Zeller had kicked and damaged woman’s car. This was about 1 p.m. in the 300 residential block of West King Street
