WINONA, Minn. – Police arrested Brian Keith Moore, 33, of Columbia Heights, for a potential charge of violating a domestic abuse no contact order. Officers found Moore at a house on the 600 block of Main Street after receiving a 911 call. The house belonged to someone Moore at a residence with someone he is prohibited from contacting. The arrest was about 8:45 p.m.
