WINONA, Minn. – With Wisconsin as a hotspot for COVID-19, Winona Mayor Mark Peterson urged caution about crossing the river.  “Be very concerned about traveling, shopping and doing anything in Wisconsin right now,” Peterson said in an interview on radio station KWNO. A formal travel advisory would come from state or county health officials, not the city, the mayor said.
