WINONA, Minn. – The City Council unanimously authorized a license for Mid West Music Fest to stage a day-long event at the Kiwanis Shelter at Prairie Island on May 15. The event was originally planned for the Lake Park bandshell, but city staff and Fest organizers agreed that more space might be needed. The usual event didn’t occur last year because of pandemic restrictions.
