WINONA Minn. – The Front Street extension that dips down to river level at Levee Park to accommodate cruise boats has been barricaded to cars and trucks. It’s under water. The dip was designed to take water in flood seasons. Still docked at the level but accessible only by courageous if not foolish waders is the Winona State University floating classroom and special outing boat, the Cal Fremling, and Captain Aaron Rupinski’s local tour boat. The first major riverboat arrival, the 175-passenger American Melody, is due the first week of July.
