NEILLSVILLE, Wis. – A Thorp woman was charged with zip-tying a puppy’s front legs and abandoning the puppy to die. The puppy was rescued – after how many days the authorities don’t know. That was in October. Now charged in Clark County court: Jill Warminski. The charge: Felony charge of animal mistreatment. The zip-tied puppy  was discovered at a bridge near Thorp. It was weak and skinny. The zip-ties cut so deep that the bone showed. The Sheriff’s Office launched a search for the person responsible and posted a picture of the puppy online. Detectives said Warminski became a suspect and admitted to doing it. Why? Because, she said, her kids couldn’t take care of the dog and neither could she. She claimed the Humane Society told her it did not have room for it. Warminski also is charged with lying to detectives about the puppy’s brother, which was never located.
