WINONA, Minn. – A Preston man showed a blood-alcohol level of 0.23%, triple the legal limit, when stopped by police walking in the downtown bar district with an open container. Mason Bryan Berg, 20, looked impaired, officers said. They took him in. This was about 12:20 a.m.
