WINONA, Minn. – The dominant Winona local cable company HBC isn’t happy. Somebody impersonating a company representative is calling around and instructing people to turn off their TV and send a security deposit in exchange for more channels. It’s not us, HBC said. It’s a scam. What to do? Hang up immediately.
