DAVENPORT, Iowa — Lee Enterprises, which owns the Winona Daily News, announced a $5 million program to stimulate local businesses in the economic downturn. Grants will range from $250 to $15,000. Lee didn’t explain how much was earmarked for Winona, but the company has more than 350 daily, weekly, free-distribution and specialty publications in 26 states, which calculates to $14,000 per publication. Lee executive Ray Farris Lee said the “marketing grants,” his term, will take the form of discounted advertising bills for space in Lee’s ink-on-paper publications and related digital products. The grants will be awarded in August, September and October, Farris said.
