WINONA, Minn. – A Winona man, Jordan Daniel Heaps, 32, was arrested on suspicion of driving drunk up Knopp Valley at Whitewater Court. Deputies said his blood-alcohol level was was way high — 0.15%. He had been stopped for a license plate light being out.
