WINONA, Minn. – A Winona man, Rayshun Boler, 39, was arrested and referred to the county prosecutor for, police said, refusing to take a chemical test, driving without a permit, and possessing a controlled substance. Boler was pulled over in the 350 block of East Sarnia Street about 7 p.m. after an officer recognized him as driving without a valid license.
