BLOOMINGTON, Minn. – Police happened across a stolen car with a man attempting to fill the tank with water. “It was out of gas,” he said. “What else was I supposed to do?” In the car, police said, were drugs, drug paraphernalia, and stolen items. The car had been reported at a Target department store.
