MINNEISKA, Minn. – A Winona man, Jacob Julius Wise, 23, was spotted vomiting outside Buck’s Bar & Grill. When deputies arrived from Winona 15 miles away, Wise was in his running vehicle. Deputies said he was too drunk to consent to a blood draw so they objected a warrant and drew blood. This was about 9:50 p.m. He was charged tentatively with drunken driving.
