ROCHESTER, Minn. –The City Council approved a parking plan just west of the Zumbro River – an essential step for a proposed $100 million housing project. Pending other necessary approvals, Sherman Associates Development plans to begin construction of the structure itself in August. On drawing boards is a 13-story tower and a five-story structure. The structures would have 300 market-rate and affordable apartments.
