WINONA, Minn. – Police arrested a Winona woman, Bridget Ann Martinson, 26, after a hullabaloo in the 600 residential block of West Fifth Street near Volkman’s Garage & Towing. Police said Martinson ran off after being detained, but they caught her. Then, they said, she kicked an officer. Police said they handcuffed Martinson, whom they said seemed to be under the influence of a controlled substance. Also, they said, she was standoffish. The recommended charge: Fourth-degree assault on a police officer and fleeing police. This all happened about 2 a.m.
