WINONA, Minn. — A Winona man, Stacy James Ingalls, 38, was arrested and booked for drunken-driving and obstructing the legal process. The arrests was about 2:40 a.m. in the 400 block of East Fourth Street. Police said his blood-alcohol content tested at .18%, more than twice the legal limit for driving.
