WINONA, Minn. — The League of Women Voters announced that its usual local primary-election forums will be July 21 and 22 this year but — and this is unusual — there will be no in-place audience. Why? Because of COVID-19. Discussion will be by Zoom virtual conferencing, the League announced. The forums will be carried live by Spectrum cable channel 987 and HBC channel 19. The forums themselves will be at City Hall in City Council chambers.
