MADISON, Wis. – A bill to stop jails from charging exorbitant rates for inmates to make phone calls has been introduced in the Wisconsin Assembly. Representative Samba Baldeh, D-Madison, a primary sponsor, said the charges are especially unfair for inmates who haven’t been convicted of a crime. Some counties charges $14 for a 15-minute call, Baldeh said. In effect, he said, counties are making lots of money by cutting inmates off friends and family.
