WINONA, Minn. – The City Council listened to a proposal to loosen requirements on food trucks. In a parliamentary first reading, Councilmember Eileen Moeller, of Ward 2 on the West Side, said the existing requirement that food trucks have a permanent address discourages entrepreneurship, competition and limits options for customers. Moeller’s proposal will on the Council’s July 6 agenda. Moeller noted that many food-truck operators have no brick-and-mortar home. Should food trucks be still be limited to Lake Park, Prairie island, and downtown? Mayor Scott Sherman said a revised ordinance needs to prevent food trucks from sitting in front of someone’s house.
