ARCADIA, Wis. — James Dean Andre, 59, of Arcadia, the Town of Arcadia clerk for 20 years, died. He had chaired the Trempealeau County Board of Adjustment since 1995. Earlier on the family farm in Rainey Valley he developed a herd of registered red Holsteins, which his family said was his greatest pride. He held a business degree from University of Wisconsin-LaCrosse.
