WINONA, Minn. – Kenneth Jess, 83, of Winina, who made many peer-reviewed Best Lawyers lists, died at age 83. He moved from Kentucky to Winona in 2015 to be nearer family. He went to Yale University and the George Washington University law school. He clerked for a U.S. Court of Appeals judge in Louisville. He later served as an assistant U.S. attorney. Later he was a partner in a Louisville law firm. He performed pro bono for the Frontier Nursing Service midwifery school in Kentucky. He co-founded the Pacific Century Institute that fostered education, policy dialogue, and research to improve international relations.
