WINONA, Minn. – William James Harris, 73, of Winona, who helped people with physical and mental challenges at Winona ORC, died at Sugarloaf Senior Living. He had retired from ORC after 30 years. He was active in the Democratic Party. He held degrees from North Dakota State University and Colorado State University.
