WINONA, Minn. – The City Council unanimously endorsed state spending for railroad infrastructure upgrades that would create jobs and support additional passenger train service. Council member Steve Young, who also sits on the Great River Rail Commission, said there would be $19 million in upgrades in Winona and $20 million in LaCrescent if all funding comes in from federal and interstate sources. A missing piece of funding remains $10 million from the Minnesota Legislature.
