WINONA, Minn. – The City Council approved a permit to Great River Shakespeare Festival organizers to build a stage for outdoor performances at Levee Park on the river. The stage will at the stub of Center Street. Until last summer, performances had been in Winona State University theaters for 16 years but were cancelled last summer as a Covid precaution. This year’s outdoor levee site also is a Covid precaution. The city parks director, Chad Ubl, said the park will remain open during the festival, which runs June 4 to August 6. The city agreed, however, to block events with amplified sound that would interfere with the festival.
