WINONA, Minn. – Police responded to a noise complaint in the 450 block of West Fourth Street to see college-age partiers scattering. Perhaps there were 30, perhaps more, police said. None, it appeared, were wearing face masks. Party host Isaac Robert-Charles Clark, 18, was cited for violating the social gathering ordinance. Clark said a birthday had gotten out of control. This all happened about 11 o’clock.
