WINONA, Minn. – Underage alcohol consumption remains a problem locally, according to the Winona County Alliance for Substance Abuse Prevention. Phil Huerta, alliance coordinator, said the latest Minnesota Student Survey found 11% of eighth and ninth graders drink and about 19% 11th graders.
