Riverview Flats. The first walls have been anchored into the concrete base for a new apartment house at the Huff Street crook at the river. Promoters haven’t missed a trick in marketing. They’ve picked up the faddish Britishism “flats” in a bid for tenants. River views promise to be great from upper floors. On the first floor, not so much.
