WINONA Minn. – Half-mile back-ups on Saturday, all the way from Highway 61 back to the Route 43 turn-off, riled motorists headed into Winona at the Mankato Avenue round-about construction site. This was despite state Transportation Department assurances a few days earlier that congestion problems were being solved. This weekend’s problem appeared due to temporary stop-and-go signals that were out of synch. Also: No flagmen on site to unscramble the mess.
