WINONA, Minn. – A Winona man, Jessie James Jeffries, 35, was charged with molesting and raping two underage teenagers beginning four years ago. The charges include two counts of first-degree criminal sexual conduct and two counts of second-degree criminal sexual conduct. Conviction could mean 110 years in prison if sentences were served contiguously. According to the criminal complaint, Jeffries was in a position of authority over the victims. One was not yet 13, the other between 13 and 16. The complaint said the incidents occurred over a 17-month period. The Winona County sheriff’s office received a report last September about abuse. Forensic interviews followed.
