WINONA Minn. – The Frontenac Drive entrance to the Walmart-Menards shopping complex will open again Tuesday, the state Transportation Department said. Left turns across traffic, however, will remain prohibited. The heavily used access has been barricaded at Mankato Avenue for crews to install culverts for a new round-about. When complete, the intersection will be a no-stop light rotary.
