WINONA, Minn. — The Mertes Slough Landing boat ramp midway between Winona and Bluff Siding will be closed a week for shoreline repair. The Upper Mississippi River National Wildlife and Fish Refuge plans to reopen the ramp November 21. The ramp is on the upriver side of the Highway 54 causeway on the Wisconsin side.
