WINONA, Minn. – A snow storm dropped less than an inch in Winona County – a mere skiff by Minnesota standards – before moving off to the east. Some roads were slick with reduced visibility. Plows were out on federal and state highways at dawn before post-holiday, going-home traffic picked up. Temperatures were in the 30s and expected to hover there the rest of the day.
