WINONA, Minn. – Police were tipped tat a man was slumped over in a vehicle at the East End boat harbor. On arrival, officers found Christopher Ozmun, 39. of Winona, He was awake. “What are you doing here at this hour, it’s 7:34 a.m. And in this car?” they asked Ozmun. The cops recognized him from previous encounters and knew he didn’t own a car. Ozmun fessed up: The car wasn’t his. An officer called the registered owner at his downtown place. Further, Ozmun matched the description of a guy prowling around parked cars and looking through the windows the night before. Ozmun was taken to jail to see the judge first thing Monday morning.
