WINONA, Minn. – Police were tipped tat a man was slumped over in a vehicle at the East End boat harbor. On arrival, officers found Christopher Ozmun, 39. of Winona, He was awake. “What are you doing here at this hour, it’s 7:34 a.m. And in this car?” they asked Ozmun. The cops recognized him from previous encounters and knew he didn’t own a car. Ozmun fessed up: The car wasn’t his. An officer called the registered owner at his downtown place. The person went out outside and, sure enough, his car gone. No one had permission to take it, he said. For Ozmun, things got worse. In a backpack, police discovered 1.6 grams of meth, a bunch of hypodermic needles, and more car keys. These keys had been reported stolen from an apartment just the day before. Further, Ozmun matched the description of a guy prowling around parked cars and looking through the windows the night before. Ozmun was taken to jail to see the judge first thing Monday morning.
