ALBERT LEA, Minn. — State troopers raised access barriers to Interstate 90 and Interstate 35 to points west and south. Plow crews managed to clear single lanes by mid-morning after a horrendous mid-March storm. Many rural routers remained inaccessible A them was Sate Highway 247 from northeast of Rochester to Plainview on the Olmsted-Wabasha county line. The State Patrol tally of incidents statewide as of midnight Saturday:
