LACROSSE, Wis – Too many stray cats roaming the neighborhood? The Judiciary and Administration Committee of the City Council decided somehow that its jurisdiction was appropriate to find the answer: Trap the feral cats, clip their genital systems, and let them roam again. Oh, yes, also clip an ear so they don’t get neutered twice. The local animal shelter made the recommendation. Humane, the shelter called it. Next legislative step: The City Council. So far, no cats have been invited to hearings.
