ALTURA , Minn. – A bridge between Altura and Elba has been replaced after a 3-1/2 month project and traffic restored. The bridge spans the South Fork of the Whitewater River. The project began June 21. Traffic was detoured on U.S. Highway14 although locals sad backroad access.
