WINONA, Minn. – City Council member George Borzyskowski reported complaints about speeders on Lake Park streets, especially at Every Child’s Dream playground near the Bandshell. City Manager Steve Sarvi responded at the Cooncil meeting that he will explore options and report back. Speed bumps have been installed and un-installed over the years to the consternations of just about everybody. How about lowering the current 30 mph seed limit? That too has been tried, Sarvi said. “The reduction in the speed limit always falls back on enforcement,” Sarvi said.
