WINONA, Minn. – The City Council tabled a proposal for four-way stops on two corners on High Forest Street in the East End  – at Seventh and Eighth streets. Council member George Borzyskowski, whose Fourth Ward includes the intersections, noted their proximity to Washington-Kosciusko School a block away on Mankato Avenue. An engineering study, however, reported that relatively few cars use the intersection – about 1,350 a day at Seventh and 1,730 at Eighth. The study said that drivers are more likely to run through stop signs at low-volume corners, which leads to more accidents.
