ST. PAUL, Minn. — Police Chief Todd Axtell acknowledged a citizen complaint that a police officer was driving around in a vehicle with an anarchist window sticker. Axtell said was reviewing department policies on how officers express political views. The sticker, in the rear window officer’s private pick-up, promoted Three Percenters, a far-right group with anti-government views. The group takes its name from the idea that 3% of the country’s population could and should overthrow the government.
