WINONA, Minn. – Police arrested Isaiah Barr, 30, driving a vehicle stolen from outside a house on Mankato Avenue. The arrest was not far away, at a strip mall on Frontenac Avenue. Barr was referred for felony theft and driving after revocation. The arrest was about 8 p.m.
