WINONA, Minn. – Arctic temperatures may abate a bit but not much the next few days. The National Weather Service expects overnight low of minus-16 Monday with wind chills around 25 below. For the weekend forecasters anticipate highs in the upper teens and highs in the lower 30s by Sunday.
