WINONA, Minn. – Fire damaged an upstairs apartment on the 200 block of East Third Street before dawn. All occupants evacuated without injury. Firefighters put the blaze out in 20 minutes but not before it caused extensive damage, as well as water damage. There was heavy smoke damage also. The cause of the fire was not determined immediately. Firefighters ruled out any connection with a power outage the night before.
