UTICA, Minn. — A St. Charles driver, Tamra Lynn Davis, 36, was arrested on suspicion of driving drunk after being stopped on the 25000 block of Eagle Road west of Utica. Deputies said a breath test measured 0.14 % of her blood as alcohol. The stop was about 10:55 p.m.
