LEWISTON, Minn. — A Wisconsin man, Florencio Sandoval-Reyes, 40, of Arcadia, was arrested at the Interstate 90 Enterprise rest stop. There had been a report of a suspicious vehicle about 11:30 p.m. A breath test measured his blood-alcohol content at 0.14%, deputies said. That’s nearly double permissible levels to be driving.
