WINONA, Minn. – With her blood testing at 0.18% alcohol, Kyesha Marquilla Oatis, 36, was arrested and booked for driving while intoxicated. The impairment limit is 0.08%. Police had stopped her for driving through a red light. This was about 2:40 a.m. Police also discovered her car’s registration was expired.
