WINONA, Minn. — A man in the area of Franklin and Mark streets, on the near East End, reported two individuals slashing the tires of nearby vehicles. Police arrived to see one individual taking off running. A second individual said it was other guy who slashed some tires and also bent a windshield wiper and kicked out the taillights of a trailer. Police got the report about 3:30 a.m.
