WINONA, Minn. — A resident in the 450 residential block of High Forest Street on the East Side reported that the tires on a vehicle had been slashed and the windshield broken sometime overnight. The owner told police he knew who probably did it but didn’t want to tell the name. This was about 5 a.m.
