WINONA, Minn. – After a call about an assault from Market Street Tap on the Near East Side, police cited Jonathan Catlin, 19, of Winona for underage consumption and disorderly conduct. Police concluded, however, that the assault complaint was unfounded. The police were called about 12:50 a.m.
