ST.PAUL, Minn. – The Army Corps of engineers is planning to build what engineers call an “end cell” at the Alma lock and dam to prevent barge impacts. The end cell would be 33 feet in diameter and be connected to the existing guide wall into the single-lane lock. The Corps asked or public comment on the proposal by June 9. The lock and dam, No. 4 in the Corps’ Upper Mississippi system, was built in the 1930s.
